Join Deloitte's Technology & Transformation practice, focusing on international trade and economic development for government clients. This role supports a crucial government advisory assignment aimed at assessing and reforming the excise sector.

Your work will involve deep dives into market structure, licensing, revenue generation, and operational frameworks. You’ll apply strong analytical skills and leverage government consulting experience, with a preference for familiarity in the Puducherry/Tamil Nadu administrative and market landscape.

Lead comprehensive assessments of the existing excise ecosystem across various segments including liquor, arrack, and toddy. Analyze market dynamics, licensing procedures, revenue streams, pricing strategies, and supply chain operations. Evaluate and propose alternative institutional and operating models, potentially including government-controlled wholesale arrangements. Conduct in-depth financial and commercial feasibility studies, develop revenue models, and perform fiscal impact and scenario analyses. Identify and strategize opportunities for enhanced revenue through reforms in licensing, duties, fees, market structures, and compliance mechanisms. Review existing policy, regulatory, and institutional frameworks to pinpoint areas ripe for reform. Benchmark successful excise, distribution, and licensing models from other States/UTs. Assess potential commercial, operational, institutional, and transition risks associated with proposed reform initiatives. Facilitate and lead consultations with government bodies, industry stakeholders, manufacturers, suppliers, and other relevant parties. Develop impactful reports, presentations, policy briefs, financial models, and other critical client deliverables.

Possess a postgraduate degree in Management, Economics, Finance, Public Policy, Public Administration, or a closely related field. Bring 6–10 years of robust professional experience, with a proven track record of leading advisory assignments for government or Public Sector Undertakings (PSUs). Experience within the excise, liquor, beverage, or similarly regulated sectors is highly advantageous. Prior experience working within Tamil Nadu and/or Puducherry is a significant plus. Demonstrate exceptional analytical, financial modeling, and problem-solving abilities. Exhibit strong report-writing, presentation, and stakeholder-management skills. Proficiency in the Tamil language is required. Be prepared to work on-site at the client location and undertake travel as necessary.
