Join Deloitte's Technology & Transformation practice as a Senior Consultant in Public Finance, based in Delhi. This role is instrumental in supporting government advisory assignments focused on the excise sector. You will contribute to critical reforms and assessments, leveraging your expertise in economic development and market access initiatives.

This position offers a unique opportunity to work on impactful projects for government clients, specializing in trade policy and public finance. Your contributions will directly influence economic development strategies and global market access initiatives.

Spearhead assessments of the existing excise ecosystem across wholesale and retail liquor, Arrack, and Toddy segments. Analyze market structures, licensing, revenue streams, pricing, margins, and supply chains. Evaluate alternative institutional and operating models, including government-controlled wholesale arrangements.

Conduct financial and commercial feasibility studies, revenue modeling, and fiscal impact analysis. Identify opportunities for revenue enhancement through licensing, duties, fees, and administrative reforms. Review and recommend reforms for policy, regulatory, and institutional frameworks. Benchmark models from other states and assess risks associated with proposed changes. Engage with government departments, licensees, and stakeholders, and prepare comprehensive reports and client deliverables.

A postgraduate degree in Management, Economics, Finance, Public Policy, or Public Administration is required. You should possess 6-10 years of relevant professional experience, with a proven track record in leading government or Public Sector Undertaking (PSU) advisory assignments.

Experience within the excise, liquor, beverage, or other regulated sectors is highly advantageous. Prior experience working in Tamil Nadu and/or Puducherry is essential. Strong analytical, financial modeling, and problem-solving skills are crucial, alongside excellent report writing, presentation, and stakeholder management abilities. Proficiency in Tamil and a willingness to work on-site and travel as needed are also required.
