Join our Technology & Transformation practice as a Senior Consultant specializing in Municipal Finance and Revenue. This role focuses on strengthening Urban Local Body (ULB) finances, enhancing revenue streams, and improving fiscal governance and borrowing readiness within Uttarakhand. You will play a crucial role in driving economic development initiatives through expert financial advisory services.

Assess and fortify ULB finances, providing strategic support for revenue enhancement and financial restructuring. Improve fiscal governance frameworks and enhance borrowing readiness for municipal bodies. Conduct in-depth assessments of ULB revenue, expenditure, liabilities, and debt-servicing capacity. Prepare comprehensive financial sustainability assessments for urban local bodies. Analyze and advise on property tax, user charges, and municipal accounting practices. Contribute to municipal creditworthiness improvements and facilitate municipal bond issuance or government financial reforms.

A minimum of 7 years of relevant professional experience in municipal finance, accounting, budgeting, or financial management is essential. Demonstrated experience with property tax, user charges, double-entry accounting, and municipal financial statement analysis. Proven ability to assess ULB financial health, including revenue, expenditure, liabilities, and debt capacity. Familiarity with revenue enhancement strategies, financial restructuring, escrow, and Debt Service Reserve Account arrangements is advantageous. Strong financial analysis, Excel modeling, report writing, and stakeholder management skills are required. Possession of a CA, CMA, MBA (Finance), or a postgraduate degree in Finance, Commerce, Economics, Public Finance, or Municipal Finance is mandatory.
