GitHub is seeking a dynamic Senior Technical Program Manager (TPM) to spearhead the GitHub Enterprise Server (GHES) release process. This pivotal role involves overseeing OS and container builds across platform, infrastructure, and application layers, as well as managing package generation, certification, integration test environments, and the distribution of release artifacts through Azure and other cloud platforms. You will define operational priorities, coordinate complex release execution, and collaborate with engineering teams to ensure GHES is delivered as a high-quality, secure, and dependable appliance for enterprise clients.

As a Senior Technical Program Manager, your responsibilities will be extensive, encompassing:

- Driving end-to-end execution for GHES releases, including build, package generation, validation, certification, and customer delivery. - Establishing and enforcing standards for release reliability, observability, compliance, and operational excellence. - Setting strategic investment priorities for the GHES Release team, balancing immediate delivery needs with long-term improvements in reliability and efficiency. - Ensuring strong operational ownership of release infrastructure, with clear accountability and effective incident response. - Leading the fulfillment of security and compliance requirements. - Negotiating requirements with central teams and Subject Matter Experts (SMEs). - Identifying and implementing best practices and tooling to enhance service resiliency and quality. - Influencing and driving the adoption of quality best practices and standards across teams. - Facilitating onboarding to central infrastructure services and tooling. - Tracking key metrics across a diverse set of services. - Driving the design and implementation of tooling and infrastructure features. - Identifying new opportunities and collaborating with central teams to enhance existing quality standards. - Delivering impactful technical and high-level presentations in various forums. - Successfully managing multiple projects concurrently.

To excel in this role, you will need:

- A minimum of 5 years of experience as a Technical Program Manager or in a related technical role with significant systems experience. - At least 3 years of experience working within the Cloud domain. - A proven track record of managing complex cross-group, cross-business, and cross-disciplinary projects for 3+ years.

Preferred qualifications include strong technical problem-solving and analytical skills, a solid understanding of cloud service best practices, cloud architecture, telemetry, and monitoring systems. Experience with high-availability systems and service resiliency is highly valued. Excellent communication and stakeholder management abilities, coupled with a proven capacity to influence without authority and drive results across teams, are essential. Negotiation skills to effectively drive repair items and investments with engineering managers, along with an understanding of trade-offs, are also important.

A 4-year degree in Computer Science, Computer Engineering, Electrical Engineering, or equivalent experience is required. This role necessitates adherence to Microsoft, customer, and/or government security screening requirements, including a Microsoft Cloud Background Check upon hire and every two years thereafter.
