This role as a Senior Project Consultant is within the Government and Public Sector (GPS) division, focusing on Infrastructure Advisory. Our GPS team comprises highly skilled professionals leveraging international best practices and local insights to tackle critical government challenges. We specialize in digital transformation, guiding public sector entities through organizational overhauls, governance improvements, process enhancements, and cultural shifts to redefine public service delivery.

We assist clients in achieving peak performance by making strategic choices and offer cross-service line solutions aligned with client priorities. EY's Government and Public Sector Transactions Services, part of the broader Transaction Advisory Services, integrates private sector expertise with public sector understanding to deliver improved public services. Our team offers deep sector knowledge, transaction perspectives, and operational insights across various areas including Transport, Health, Education, Urban & Infrastructure, and Economic Development Advisory.

Responsibilities

The Consultant will be instrumental in developing and maintaining a comprehensive regulatory intelligence repository, including the KYA framework and recommendation engine. This involves in-depth research, sector mapping, and detailed regulatory analysis. You will engage with stakeholders and develop structured decision rules to streamline business approvals and ensure compliance.

Key responsibilities include conducting thorough research on approvals, licenses, permits, and compliance obligations across various sectors, states, and business lifecycle stages. You will meticulously document legal foundations, authorities, timelines, fees, and applicability conditions, maintaining structured databases for approvals and compliance.

Furthermore, you will translate regulatory requirements into user-friendly KYA questions, designing applicability criteria, response options, and branching logic for sector-specific questionnaires. The role also entails tracking regulatory changes, assessing their impact on existing repositories, and updating recommendation logic and compliance databases with robust version control.

Engaging in consultations with ministries, regulators, and state departments is crucial, as is organizing workshops with industry chambers. You will consolidate stakeholder feedback, validate changes, and support the resolution of issues arising from these consultations. Generating sector-wise and state-wise insights, preparing analytical reports, and supporting the development of strategic intelligence products are also key aspects of this role.

Qualifications

To excel in this role, a postgraduate degree in Public Policy, Economics, Management, Law, Governance, Public Administration, or a related field is required, alongside at least 5 years of relevant experience. Prior experience in Ease of Doing Business reforms, regulatory analysis, compliance management, government advisory, or policy consulting is essential.

Experience working directly with Government Ministries, State Governments, or regulatory agencies is highly desirable, as is prior consulting experience. While not mandatory, certifications or coursework in regulatory affairs, public policy, or business process analysis are preferred.

Essential skills include strong capabilities in regulatory and policy research, understanding Ease of Doing Business reforms, and proficiency in compliance mapping and process analysis. You should possess excellent government and industry stakeholder engagement skills, coupled with strong analytical thinking and report writing abilities. Data management, documentation, and familiarity with Excel, Power BI, and dashboarding tools are vital. Exceptional verbal and written communication skills are a must.
