This role focuses on providing expert financial and procurement support to a Project Management Unit (PMU). You will ensure all financial and procurement activities are conducted transparently, efficiently, and in compliance with government regulations and project-specific needs.

Key areas of responsibility include managing the entire procurement lifecycle, from planning and tendering to contract execution and monitoring. You will also oversee financial management, including budgeting, expenditure monitoring, and financial reporting, ensuring strict adherence to financial rules and guidelines.

This position is crucial for maintaining robust governance and control over project finances and procurement processes. The role involves developing and maintaining essential tracking systems, preparing comprehensive reports, and providing advisory support to senior management on all financial and procurement-related matters. Effective coordination with various stakeholders is paramount for success.

Spearhead procurement planning, tendering, and contract management processes, ensuring alignment with government regulations and project requirements.

Oversee financial management functions, including budget preparation, expenditure monitoring, and financial reporting to ensure efficient resource allocation.

Develop and maintain key management information systems (MIS) and dashboards for procurement and financial data, providing regular updates and insights to senior management.

Conduct rigorous financial and procurement compliance checks, identifying and mitigating potential risks.

Provide expert advice and support to the PMU and Department on complex financial and procurement matters, facilitating informed decision-making.

Requires a graduate degree in Finance, Commerce, Economics, Business Administration, or Engineering, complemented by 8–10 years of progressive experience in finance, procurement, and contract management.

Demonstrated expertise in public procurement, government projects, and financial monitoring is essential. Experience in contract lifecycle management, vendor relations, and financial reconciliation is also critical.

Proficiency in MS Excel and PowerPoint, coupled with strong analytical, report-writing, and communication skills, is necessary. An advanced degree or professional certification in finance or procurement is advantageous.
