Seeking a seasoned Finance & Procurement Expert to offer strategic and technical guidance to a Project Management Unit (PMU). This role is crucial for overseeing financial management, procurement processes, contract administration, and compliance.

You will ensure all financial and procurement activities are conducted transparently, efficiently, and in adherence to government regulations and project-specific mandates.

Key duties include developing comprehensive procurement plans and trackers, supporting requirement identification, and preparing/reviewing tender documents (EOIs, RFPs, RFQs). You will provide end-to-end technical support throughout the procurement cycle, from planning and bid evaluation to contract execution.

Additionally, you'll manage contracts by monitoring milestones, deliverables, and payment terms. Responsibilities extend to financial management, including budget preparation, expenditure monitoring, invoice review, and financial reconciliation. Ensuring adherence to financial and procurement compliance, identifying risks, and supporting audits are also vital aspects of this role.

A graduate degree in Finance, Commerce, Economics, Business Administration, Engineering, or a related field is essential. A postgraduate degree or MBA in Finance, M.Com, CA/ICWA/CMA, or procurement/supply chain qualifications are highly desirable.

This position requires a minimum of 8-10 years of professional experience in finance, procurement, contracts, or financial management. Prior experience with public procurement, government projects, PMUs, infrastructure, or development projects is preferred. Strong analytical, financial assessment, and report-writing skills, along with proficiency in MS Excel and PowerPoint, are necessary.
